In December 1993 China announced a program of abortions, forced sterilization, and marriage restrictions to "avoid new births of inferior quality and heighten the standards" of the Chinese people. See: Time, 143:3 (January 17, 1994) 53. This is eugenics old fashion style as practiced earlier in the 20th century in England, the United States, and Nazi Germany. The genetics revolution may make eugenics more efficient.
